Your correct in noting this growing trend. In Mexico, Central and South America, US-owned International Hospitals Corp amd Christus are building a network of hospitals, including CIMA, VITA and Christus Muguerzos. In Asia, Harvard Medical partners with first-class hospitals such as Wockhardt, Johns Hopkins has a branch in Singapore, and nearly every leading hospital in this country is forming ties overseas.
As would be expected, market growth is the driver, with healthcare institutions here and abroad establishing beacheads in tomorrow's monster economies. If you really want an eye-popper, check out Dubai Healthcare City http://www.dhcc.ae/en/.
My sincere hope is that US healthcare providers will export all that is good to other Countries but not the bad. Export the skills and expertise but leave behind hordes of eager attorneys, the generally poor nursing care in US hospitals, the high prices and the treatment of patients as income providers rather than people. Faced with the need for even the most serious medical treatment, I would far rather put my life and well being in the hands of skilful, experienced, caring and gentle Thai doctors and nurses at their wonderful hospitals, than even the most prestigeous US hospital. I don't think it has got nothing to do with medical tourism. It does.
American health care providers are doing strategic partnership with hospitals abroad like those in India, Singapore, Turkey and in other countries so they can attract not only the locals but also Americans. As an American, when I needed an orthopedic surgery that I couldn't afford in the US, the first thing I did was to find hospitals overseas which were affiliated with the best-known US health care providers to ensure that I got first-class service - just like what Shankar Murthy (from the NPR report the editor gave the link to) did.
https://www.healthbase.com/hb/pages/hospitals.jsp has a list of many hospitals who have alliances with the top US health care providers.
